Take it when your collection is Skitarii-heavy and you want to play the aggressive, close-range version of the Machine Cult: advance into rapid-fire range, cash in the re-rolls, and follow up with Sicarian charges rather than sitting back on a gunline.
Be clear-eyed about the price. At 3 DP it fills your whole 2,000-point budget, and its rule is entirely conditional on the Imperatives, which means a turn where you need the wrong Imperative is a turn where half the detachment does nothing. Reviews around the pack's release rated it the weaker of the two 3-DP options, mostly because the same points spent on a 2-DP core plus Lords of the Forge buys more. Pick it for the Skitarii theme and the Omnicogitator brick rather than for pure optimisation.
Sample gameplan: deploy a Rangers or Vanguard block with a Skitarii Marshal carrying Omnicogitator so that brick runs both Imperatives and both re-rolls. Advance under Conqueror for Assault weapons, keeping everything inside 6\" of Battleline so the +1 Armour Penetration clause stays live. Spend Unshackled Wrath on the key volley, Threat-cogitation Targeters into an enemy tank, and charge with Sicarians using Precision Onslaught. Use Unrelenting Aggression to break out of a bad melee without losing the turn, and Analytic Reprisals to punish anyone who shoots your line.
