Three separate things point at this list, and they compound.
First, they are the faction's only two reconnaissance detachments, and they share the Reconnaissance Force Disposition. A player scanning the detachment list for a theme finds exactly these two and nothing else.
Second, and this is the good part, they are not redundant. They solve opposite halves of the same problem:
- [Designation Force](/40k/armies/astra-militarum/detachments/designation-force) is about being able to see. Its rule gives SCOUT SENTINEL and ASTRA MILITARUM INFANTRY SMOKE units Signal Flares: mark a visible enemy unit within 12 inches, and that unit gets +3 inches detection range, making it easier for your army to target.
- [Recon Element](/40k/armies/astra-militarum/detachments/recon-element) is about not being seen. Under the rule as rewritten by Faction Pack v1.2, friendly ASTRA MILITARUM units excluding TITANIC have Stealth.
One reveals the enemy; one conceals you. Read those two pages back to back and they look like two halves of a designed whole, which is exactly the impression a shared Force Disposition reinforces.
Third, the arithmetic just started working. The Munitorum Field Manual decreased Recon Element from 3 DP to 2 DP, printing a decrease marker beside the value and rendering the entry in its changed style. So 1 + 2 = 3 fits a Strike Force budget for the first time, at exactly the moment the tag makes it illegal.
That last point creates a genuinely nasty split. A player checking the current official numbers finds the arithmetic works and builds the list. A player working from Wahapedia, which still shows 3 DP and still records the older Faction Pack v1.1, concludes Recon Element takes no partner at all, never tries the pairing, and never learns why it is blocked. Both readers end up misinformed, in opposite directions.
