Is Exhibition of Slaughter plus Kabalite Agonysts plus Tools of Torment legal?

Yes, at 2,000 points. Each costs 1 DP, so all three together use the full 3-DP budget. They carry three different Unique Tags, WYCH CULT, KABAL and COVENS respectively, so the rule that no two detachments may share a tag is satisfied.

Why can't I just take the 1-DP and 2-DP detachment from the same pillar?

Because they share a Unique Tag. Exhibition of Slaughter and Spectacle of Spite are both WYCH CULT, Kabalite Agonysts and Kabalite Cartel are both KABAL, and Tools of Torment and Covenite Coterie are both COVENS. No two detachments in your army may share a tag. Each of those pairs costs exactly 3 DP, which is why they look so tempting.

Does the three-pillar raid work at 1,000 points?

Only partly. At 1,000 points you have about 2 DP, so you can take two of the three. Pick the two pillars you own most of. Kabalite Agonysts plus Tools of Torment is the sturdiest pair, and Kabalite Agonysts plus Exhibition of Slaughter is the most aggressive.

What is the biggest weakness of this list?

Stratagem and enhancement depth. Each 1-DP detachment carries only three stratagems and two enhancements, so nine and six in total, and each enhancement is locked to a specific character. You also have no army-wide rule at all, only three narrow ones, so a unit outside all three keyword sets, such as a Raider or a Razorwing Jetfighter, gets nothing from any detachment.

Do Exacting Cruelty and Contracted Harvest stack on the same unit?

Almost never, because they name different keywords and different attack types. Exacting Cruelty is melee attacks by Wych Cult units; Contracted Harvest is ranged attacks by Kabal and Blades for Hire units. A unit would have to be both Wych Cult and Kabal or Blades for Hire, and be attacking in both phases, for the question to arise. Treat them as three separate armies that happen to share a table edge.
