In your opponent's Shooting phase, when an enemy unit has shot, if a model from a friendly Endless Multitude unit (Termagants, Hormagaunts and the like) was destroyed by those attacks, that unit can make a surge move of up to D6". The effect is brilliant for a horde: the shooting that's meant to thin your swarm instead hurls it forward, closing distance and contesting ground you'd otherwise lose.
The Faction Pack reprints this wording, and it is worth reading carefully: the trigger is per shooting unit, and it is the surge-move rules in the core game that decide where the unit ends up. That default direction is what Synaptic Goading exists to change.
