In 11th edition you spend a Detachment Points (DP) budget rather than picking one detachment. The budget scales with game size: roughly 2 DP at 1,000 points (Incursion) and 3 DP at 2,000 points (Strike Force). We do not quote a figure for Onslaught because no first-party document we read states one.
2 Detachment Points, RECONNAISSANCE, and a rule you re-decide every Command phase: nominate an enemy unit to kill, or an objective to hold behind a 5+ invulnerable save.
2 Detachment Points, TAKE AND HOLD, and [IGNORES COVER] as standard on your Arbites and Inquisition. The only Imperial Agents detachment the Faction Pack does not mention anywhere.
2 Detachment Points, PRIORITY ASSETS, and the plainest rule in the faction: re-roll Hit rolls of 1 on your Inquisition models, always, and Wound rolls of 1 too against Daemons.
2 Detachment Points, PURGE THE FOE, and three Mission Tactics you can each use only once per battle. Choosing which turn each one belongs to is the whole detachment.
Four detachments cost 2 Detachment Points, one costs 1, and a Strike Force budget is 3. That arithmetic leaves exactly four legal two-detachment armies, and Veiled Blade is in all of them.
1 Detachment Point, DISRUPTION, the only Imperial Agents detachment that fits in a two-detachment army, and four abilities whose price two official documents cannot agree on.
